Councillor Cooper further stated that he would leave the room whilst the application was considered by the Sub-Committee.

Minutes: Councillor Julian Cooper proposed from the Chair that the minutes of the previous meeting, held on Monday 11 December 2023, be agreed by the Sub-Committee as a true and accurate record. This was seconded by Councillor Jeff Haine and was put to a vote. There were 8 votes in favour, 0 votes against, and 2 abstentions. The vote was carried. The Sub-Committee Resolved to: Agree the minutes of the previous meeting, held on Monday 11 December 2023, as a true and accurate record. |

Election of Vice-Chair Minutes: Owing to apologies given by Councillor Rizvana Poole, and ahead of leaving the room, Councillor Julian Cooper presided over the election of a Member to preside for the following agenda item.
Councillor Julian Cooper proposed from the Chair that Councillor Jeff Haine be elected to preside over the following agenda item, when Councillor Cooper would be out of the room. This was seconded by Councillor Andrew Beaney, was put to a vote, and was unanimously agreed by the Sub-Committee.

Application for Development - 23/02890/FUL - 1 Upper Brook Hill, Woodstock. PDF 197 KB Purpose: To consider applications for development, details of which are set out in the attached schedule.
Recommendation: That the application be determined in accordance with the recommendations of the Business Manager – Development Management.

Minutes: Councillor Jeff Haine took up the position of Chair to preside over the application for development, in the absence of the Chair and Vice-Chair and having been elected by the Committee to preside for this agenda item.
James Nelson, Planning Officer, introduced the application, for the proposed construction of a single dwelling, together with associated works. The Planning Officer drew the Sub-Committee’s attention to the additional representations report, which had been circulated prior to the meeting.
