To approve the minutes of the meeting held on 23 March 2022.

Minutes:

The minutes of the meeting held on 23 March 2022 were approved and signed by the Vice-Chair as a correct record.

Apologies for Absence

To receive any apologies for absence.

Minutes:

Apologies for absence were received from: Councillor Andrew Beaney, Councillor Luci Ashbourne, Councillor and Andy Graham.

 

Also received written apologies from the subject councillor.

Exclusion of the Public and Press

In view of the likely disclosure of exempt information, as defined in paragraphs 1 and 2 of Part 1 of Schedule 12A to the Local Government Act 1972, the public be excluded from the meeting for the remaining item/s of business.

Minutes:

It was agreed that it was not necessary to exclude the Public and Press at this time.

Procedure for Local Panel Hearing on 6 June 2022 pdf icon PDF 97 KB

LOCAL HEARING PANEL PROCEDURE RULES

Minutes:

Vice-Chair Councillor Elizabeth Poskitt introduced the Local Panel Hearing Procedure Rules. The procedure rules were agreed with the recommendation that parties will be allowed to bring a companion to Local Panel Hearings, but the companion would not take part in the hearing and only be there in a supportive role.

 

Therefore

Resolved the Local Panel Hearing Procedure Rules were agreed with the recommendation as above.

Determination of allegation of breach of Town Council Code of Conduct

Purpose

The purpose of the report is to provide the Sub-Committee with the Investigator’s report and all associated evidence to enable them to sit as a Local Hearing Panel, to determine the allegation that Carterton Town Councillor, Nicholas Leverton, has breached the Carterton Town Council’s Code of Conduct for Members.

 

Recommendation

Members of the Standards Sub-Committee are recommended to follow the Local Hearing Panel Procedure Rules approved for use at this meeting, consider all evidence before them, and:

a)    Determine whether Carterton Parish Councillor Nicholas Leverton has breached his code of conduct; and

b)    If the Sub-Committee determine a breach of the Code, to consider and determine any sanctions that should be imposed upon Carterton Parish Councillor Nicholas Leverton and any other appropriate action to be taken.

Susan Sale the Monitoring Officer explained that she had received an email from the subject member requesting an adjournment, as they were unable to attend the meeting today.

Susan Sale addressed the meeting and requested confirmation that members of the Sub-Committee had received and read the email.

The Sub-Committee noted the request and agreed unanimously for an adjournment.

Resolved the Sub-Committee meeting be adjourned until 18 July 2022 at 10am.
