Declarations of Interest To receive any declarations from Members on any items to be considered at the meeting. Minutes: There were no declarations of interest.

Exclusions of the Public and Press If the Cabinet Member wishes to exclude the press and the public from the meeting during consideration of any of the terms on the exemption from publication part of the agenda, it will be necessary for the Cabinet Member to pass a resolution in accordance with the provisions of Paragraph 4(2)(b) of the Local Authorities (Executive Arrangements) (Access to Information) (England) Regulations 2012 on the grounds that their presence could involve the likely disclosure of exempt information as described in specific paragraphs of Schedule 12A of the Local Government Act 1972.
The Cabinet Member may maintain the exemption if and so long as, in all the circumstances of the case, the public interest in maintaining the exemption outweighs the public interest in disclosing the information. Minutes: In view of the likely disclosure of exempt information, as defined in paragraphs 1 and 2 of Part 1 of Schedule 12A to the Local Government Act 1972, the public were excluded from the meeting.

Discretionary Council Tax Discount no.1 Purpose.
To determine an application for Discretionary Council Tax discount submitted under Section 13A of the Local Government Finance Act 1992, as amended and one appeal.
Recommendations.
That the: a) Application for Section 13A Discretionary discount submitted under Section 13A of the Local Government Finance Act 1992, as amended, be refused by the Cabinet Member with responsibility for Finance.
Minutes: The Business Manager for Operations and Enabling, Mandy Fathers introduced the application for Discretionary Council Tax Discount, concluding that the officers recommendation was that the application be approved. The Cabinet member for Finance, Councillor Dan Levy asked questions about the application to determine the full background surrounding the request. Following discussions Councillor Levy approved the officers recommendation, therefore Resolved application was approved as per officers recommendation.

Discretionary Council Tax Discount no.2 Purpose.
To consider a S13A Discretionary Council Tax discount appeal application.
Recommendations.
That Cabinet: a) Considers the appeal for Council Tax Section 13A Discretionary discount submitted under Section 13A of the Local Government Finance Act 1992; and, b) Approve the award of a Council Tax discount under S13A of the Local Government Finance Act 1992as detailed in paragraph 2.9 of this report Minutes: The Business Manager for Operations and Enabling, Mandy Fathers advised that the application had been added to the agenda in error, as the application had been referred to Cabinet on Wednesday 21 September. The Cabinet member for Finance, Councillor Dan Levy confirmed that the application had been discussed at Cabinet and application was approved.

Discretionary Council Tax Discount no.3 Purpose.
To determine an application for Discretionary Council Tax discount submitted under Section 13A of the Local Government Finance Act 1992, as amended.
Recommendations.
That the: a) Application for Section 13A Discretionary discount submitted under Section 13A of the Local Government Finance Act 1992, as amended, be considered by the Cabinet Member with responsibility for Finance, b) That the full outstanding balance be refused a Section 13A Discount, and c) That a proportionate discount of the outstanding balance is approved as detailed in paragraphs 2.8 and 2.9 of this report.
