Purpose:
To consider an addendum to the West Eynsham SDA masterplan which has been produced by the four main landowner/developers in response to further engagement with third party landowners.
Recommendations:
That the Executive resolves to:
a) Note the content of the report;
b) Consider the recommendations of the Joint Climate & Environment and Economic & Social Overview & Scrutiny Committee held on 8th June, which resolved to recommend to the Executive that the West Eynsham SDA Masterplan Addendum be rejected and not taken forward (see Annex A); and
c) In light of the above, consider whether it wishes to approve the West Eynsham SDA masterplan addendum attached at Annex B as a material planning consideration for any current or future planning applications that come forward in relation to the West Eynsham SDA.

Councillor Carl Rylett left the meeting ahead of the item being considered.
Councillor Dan Levy, Executive Member for Finance, introduced and gave an overview of the report, which considered an addendum to the West Eynsham SDA Masterplan which had been produced by the four main landowner/developers in response to further engagement with third party landowners.
The Executive Member thanked the work of the Joint Climate and Environment & Economic and Social Overview and Scrutiny Committees for their work relating to the masterplan, and also thanked Eynsham Parish Council for their representations on the matter.
Councillor Dan Levy proposed that the Executive agree to recommendation ‘A’ and amend recommendation ‘B’ to approve the recommendation from overview and scrutiny to reject the masterplan addendum, and further agree to disregard recommendation ‘C’. This was seconded by Lidia Arciszewska, was put to a vote and was unanimously agreed by the Executive.
The Executive Resolved to:
- Note the content of the report;
- Approve the recommendation of the Joint Climate and Environment & Economic and Social Overview and Scrutiny Committee, held on 8 June 2023 to;
- Reject and not take forward the West Eynsham Strategic Development Area Masterplan Addendum.
Councillor Carl Rylett returned to the meeting hall at after the conclusion of this agenda item.

Purpose:
To consider an addendum to the West Eynsham SDA masterplan which has been produced by the four main landowner/developers in response to further engagement with third party landowners.

b) Agree to approve the West Eynsham SDA masterplan addendum attached at
Annex A as a material planning consideration for any current or future planning
applications that come forward in relation to the West Eynsham SDA.

Councillor Dan Levy, Executive Member for Finance, introduced and gave an overview of the report, which considered an addendum to the West Eynsham SDA masterplan, produced by the four main landowner/developers in response to further engagement with third party landowners.
In debate, it was highlighted that the report was before the Executive as a result of amendments to the Masterplan, which had arisen from land owners in Eynsham claiming that they had not been consulted on the Masterplan. Developers in the area had since consulted with the land owners, and these had formed the amendments for consideration at the meeting.
Councillor Levy proposed that the second recommendation on the report’s front sheet be amended to refer the matter to Overview and Scrutiny Committee ahead of further consideration by the Executive at a future meeting.
Councillor Levy proposed that the Executive agree the recommendations as amended.
This was seconded by Councillor Andy Graham, was put to a vote and was unanimously agreed by the Executive.
Executive Resolved to:
- Note the content of the report; and
- Request that the relevant Overview & Scrutiny Committee consider this item and provide any comments, before it is re-considered by the Executive.
