Windrush Leisure Centre - PSDS 3c Funding Bid

Decision Maker: Chief Executive & Head of Paid Service - Giles Hughes

Decision status: Recommendations Approved

Is Key decision?: Yes

Is subject to call in?: Yes

Purpose:

To consider accepting Public Sector Decarbonisation Scheme funding for Windrush Leisure Centre and to contribute a maximum of £224,866, equating to 12% of total project costs.

Decision:

The Chief Executive, in consultation with the Executive Member for Finance and the Executive Member for Climate Change, resolved to:

1.    Accept the grant funding with a maximum client contribution of £224,866.

Reasons for the decision:

This decision supports the delivery of the Council’s Carbon Action Plan and can help decarbonise an important leisure facility.

There are a number of risks outlined in the report, but if the project should become unviable, the Council will not be required to return funds spent to date as long as the Council has acted in good faith.

Alternative options considered:

Alternative options which were not preferred:

1.    To not accept funding and retain/replace the gas heating system. This would not lead to carbon reduction.

2.    To not accept funding and for the Council to fund the decarbonisation scheme in full, which would not make financial sense.
