Purpose:

Officer delegated decision to consider consultation feedback on the variations to the parking order and decide whether to make the variation to the Order in whole or in part or abandon the proposal.

Decision:

The Executive Director of Corporate Services in consultation with Executive Member for Environment resolved to:

  1. Introduce a mix of long and short stay bays to balance the needs of all users of three car parks.
  2. Introduce a maximum stay time of 10 hours for 64 long stay bays at Guildenford car park Burford, 17 long stay bays at Spendlove car park Charlbury and 51 long stay bays at Hensington Road car park, Woodstock.
  3. Introduce a maximum stay time of 3 hours for 16 short stay bays at Spendlove car park Charlbury.
  4. Introduce a maximum stay time of 4 hours for 50 short stay bays at Hensington Road car park, Woodstock and 97 short stay bays at Guildenford car park, Burford.

Reasons for the decision:

  1. Considering the data that was gathered to inform the parking strategy and the feedback on the parking order consultation the initial proposals were amended to meet the needs of both workers and shoppers.  As a consequence, the number of short stay spaces were reduced at Spendlove and Woodstock.  No changes were made to the number of short stay spaces at Guildenford as the data clearly showed 60% of users stayed for 3 to 4 hours.
  2. These car parks were all initially 12 hour maximum stay for all bays.  The change to 10 hours long stay discourages commuters and supports the needs of residents and local workers.
  3. The introduction of a number of short stay bays will encourage turnover and support shoppers.

Alternative options considered:

Leaving the car parks as they were would not support the needs of all users and would not encourage a turnover of spaces where demand is high.  Blue badge bays and parent and child bays were not changed.
