Reasons for the decision:
On 20 October 2022 a critical failure of the monitoring, recording and control equipment occurred. Despite the best efforts of the appointed maintenance contractor and the current supplier a permanent repair could not be made due to the obsolescence of hardware and non-supported software version. A temporary work around has been put in place, but with limited functionality. As the various component parts of the system interact to form ‘one’ integrated system, it is not possible to replace one or two parts and get the system up and running. Unfortunately the major elements of the control room equipment need to be replaced.
The £300,000 capital investment in CCTV to upgrade the cameras and replace the monitoring control room equipment was earmarked by Council subject to business case. The outline business case will, however, not be available until later in December 2022. To place an order for the works to be completed at the earliest opportunity an emergency decision is needed to approve the funding.
Alternative options considered:
The decision could be taken to not replace the monitoring control room equipment and cease CCTV provision – this option is not preferred.
